John Benavente - Chief Executive Officer of the CCU

Mr. Benavente, has thirty years of technical, engineering and management experience in power relatedfield both in the government and private sectors, including seven (7) years as the General Manager of Guam Power Authority (GPA).  Experienced in various operations including customer supplier agreements, Energy Conversion Agreements, strategic planning, succession planning, rate proceedingsbefore the Public Utilities Commission, Legislative hearings, bond ratings and issuance, environmental permitting, power plant construction, transmission and distribution construction, energy management system, budgeting, collections, typhoon and earthquake recoveries.  Masters of Science in Engineering Management, University of Missouri (Rolla), Bachelor of Science (Mechanical Engineering), University of Dayton, Registered Professional Mechanical Engineer, Guam.

Joaquin (Danny) Santos, Jr. - Assistant General Manager for Administration and Consolidation

Mr. Santos is the recipient of the Legion of Merit, Humanitarian Resolution from the Province of Zambales, Republic of the Philippines, and the President's Club, Sprint International.  As the General Manager for the Guam Telephone Authority, Mr. Santos was instrumental in the modernization of the Telephone Authority and transformed the system from analog to digital technology.  After GTA, Mr. Santos became the General Manager of Sprint Guam, a subsidiary of Sprint International long distance service and while there was instrument in the introduction of domestic rate integration for Guam and CNMI.  Mr. Santos is a Retired US Marine Corps Colonel who holds a Bachelor of Arts Degree from the University of Dayton, as well as a Masters degree from Pepperdine University.  Mr. Santos is a Graduate of the Communication Officer Electronic Warfare Analyst School, and the Joint Armed Forces Staff College, and his Marine Corps commission included staff and command assignment with the Fleet Marine Force from company size to division/wing level in command, control, communications and intelligence.
