John Benavente - General Manager of Consolidated Utility Services

Mr. Benavente, has thirty years of technical, engineering and management experience in power relatedfield both in the government and private sectors, including seven (7) years as the General Manager of Guam Power Authority (GPA).  Experienced in various operations including customer supplier agreements, Energy Conversion Agreements, strategic planning, succession planning, rate proceedingsbefore the Public Utilities Commission, Legislative hearings, bond ratings and issuance, environmental permitting, power plant construction, transmission and distribution construction, energy management system, budgeting, collections, typhoon and earthquake recoveries.  Masters of Science in Engineering Management, University of Missouri (Rolla), Bachelor of Science (Mechanical Engineering), University of Dayton, Registered Professional Mechanical Engineer, Guam.

Martin Roush - General Manager of Guam Waterworks Authority

2009 to present: Martin Roush has been serving as GWA's new Chief Engineer. Prior to his arrival at GWA he was in Tucson, Arizona. He possesses of over twenty years of experience in leadership positions in the public sector in the areas of public works, water utilities, and wastewater utilities. Roush holds a Bachelor of Science (B.S.) in Electrical Engineering, a Masters of Science (M.S.) in Civil Engineering, from the University of Arizona. Roush also holds professional engineering licenses in both civil and electrical. Prior to coming to GWA Roush was the Public Works Director and Utility Director for the Town of Sahuarita in Arizona. Roush is experienced in development review and public works infrastructure planning and engineering, financing, design, engineering review, project management, and construction management. In the 1990's Roush also worked for Tucson water, a municipality that serves over 600,000, customers. Roush currently resides in Agana with his wife and three children. He enjoys spending time with his family, walking and snorkeling.
